What We Do

A business improvement district (BID) is a geographically defined area within a city where property and business owners agree to pay a self-imposed tax with the monies collected used to fund special projects. Typically, a BID will supplement services the city provides, including street cleaning, security, making capital improvements, construction of pedestrian and streetscape enhancements, marketing, and increasing economic development and livability. There are 38 property-based BIDs and five merchant-based BIDs currently operating in Los Angeles.

The The Hollywood Media District (HMD) encompasses 43 city blocks centered along Highland Avenue and Santa Monica Boulevard. It stretches from La Brea Avenue to Vine Street and touches De Longpre and Melrose Avenues at its northern and southernmost points, respectively. The HMD is led by an up to 25-member board of directors who represent a cross-section of its merchants, property owners, cultural institutions, and nonprofit organizations. Currently, the HMD has an annual budget of approximately $1.2M. Funds are collected through the City of Los Angeles County Assessor’s Office with each stakeholder paying a proportional amount of that budget through their annual property taxes.

The BID offers enhanced services intended to augment—not replace—those already provided by the City of Los Angeles. These services include: Cleaning crews to maintain a neighborhood free from litter and graffiti. Public safety ambassadors who patrol the District on bikes and by foot for increased security. Marketing and promotional support for District businesses. Compassionate outreach to the unhoused and youth-at-risk communities. Investments in capital improvements such as signage, decorative lighting, and trash receptacles.

Clean & Safe


The Media District allocates nearly 2/3 of its budget toward keeping the neighborhood clean & safe. Find out more about our Public Safety and Clean Teams below.

CLEAN & GREEN
The Clean and Green Committee evaluates the beautification and sanitation needs of the District, reviews operations of the Clean and Green services provided to the District on a regular basis, and oversees efforts like encampment cleanups, landscaping, and trash receptacle maintenance.

The Clean Team is available seven days a week to pick up trash and remove litter from District properties.

Tree lighting
The trees along Highland Avenue were illuminated for the first time in 2022, providing both added safety and a wow factor.

The Clean Team works seven days a week to fulfill both routine and urgent service requests in a timely manner. Normal hours of operation are from 7:00 am to 6:00 pm. (Requests and issues called in after 4:00 pm may not be able to be resolved until the next day.)

Our Clean Team members have assigned routes covering the entire HMD BID. Within our district boundaries, the Clean Team provides the following services:

  • Sidewalk and gutter sweeping
  • Removal of bulky items such as mattresses and other furniture can be picked up on a limited, case-by-case basis within 24 hours
  • Trash removal
  • Surface cleaning and/or painting
  • Graffiti abatement
  • Tree well and planters maintenance
  • Sidewalk pressure washing

PUBLIC SAFETY TEAM
The Safety Committee evaluates the security needs of the HMD, reviews operations of security services provided to the District, and oversees various projects like unhouses outreach, sidewalk repair, and more.

The Media District’s Public Safety Team, supplied by AGS Inc., patrols the streets daily by bike and on foot. Easily identified by their two-tone black and yellow shirts, our team of trained officers serves the community by acting as first responders, liaisons with other city agencies, and outreach ambassadors to our local unhoused population.

The Public Safety team is here to assist and can be contacted for all safety and nuisance concerns, or to provide escorts by foot to a safe location.

PLUM

The Planning and Land Use Management (“PLUM”) Committee actively reviews, comments on, and reports on all proposed and existing construction and redevelopment projects in the District, It recommends which projects the District should oppose or support, and communicates issues, concerns, and objections to developments that impact the district.
